US Selective Service Registration: Ohio Residency and Tuition

Almost all male US citizens and male immigrants residing in the United States, aged 18-25, must register for the US Selective Service within 30 days of their 18th birthday. This requirement impacts Ohio residents seeking in-state tuition at Ohio universities.

Ohio Residency for Tuition Purposes and Selective Service

Ohio Revised Code 3345.32 mandates that Ohio students required to register with the US Selective Service but haven’t done so are ineligible for state tuition subsidies. These students will be charged the non-resident tuition rate. Cleveland State University (CSU), like other Ohio universities, must obtain a student’s Selective Service Registration Number (SSRN) to maintain their Ohio Residency-For-Tuition-Purposes (OH RFTP) classification.

Submitting Your SSRN to CSU

Students can submit their SSRN to CSU by completing a verification form and emailing it to [email protected]. If registered but unsure of your SSRN, you can retrieve it from the official Selective Service System website.

Non-Compliance and Tuition Surcharges

Failure to provide your SSRN will result in non-resident tuition surcharges on your bill. While verification can be submitted after the surcharge is applied, processing takes up to 14 business days. Payment deadlines remain in effect during the review process.

Selective Service Registration Requirements and Exemptions

The Selective Service System website provides comprehensive information on registration requirements and exemptions.

Generally, male US citizens and residents aged 18-25 must register. However, certain exemptions exist, including:

  • Individuals under 18 or born before 1960.
  • Active duty military personnel (excluding reservists and National Guard training). Documentation is required.
  • Specific non-immigrant aliens. A Status Information Letter is required.
  • Permanent residents of Trust Territories of the Pacific Islands or the Northern Mariana Islands who are not US citizens.
  • Individuals assigned female at birth.
  • Individuals over 26 or who became permanent US residents after age 26. A Status Information Letter is required.
