Catholic Charities Dallas (CCD) is partnering with St. Jude Park Central LLC and Dallas County to transform a former hotel into a comprehensive supportive housing center for individuals experiencing homelessness in Dallas County. This initiative, known as the St. Jude Center Park Central, aims to provide over 180 units of housing along with vital wraparound services.
A Two-Phased Approach to Addressing Homelessness
The project will unfold in two distinct phases:
Phase I: Immediate COVID-19 Relief
The initial phase will focus on providing rapid housing solutions for individuals displaced by the COVID-19 pandemic. Dallas County will utilize CARES Act funding to master lease the facility, covering operational costs without profit to the sponsors. This allows for a swift response to the urgent needs of those who have recently lost their homes.
Phase II: Long-Term Supportive Housing
Following Phase I, the St. Jude Center Park Central will transition to offer permanent supportive and transitional housing to a broader homeless population. This phase will encompass renovations to the existing hotel structure and an adjacent hospitality building, creating spaces for residents, staff, and partner non-profits. Funding for rental subsidies will be secured through HUD vouchers, grants, and private donations.
Comprehensive Services and Convenient Location
CCD will oversee property management and coordinate the delivery of essential social services, building on their extensive experience in serving the vulnerable. The center’s location adjacent to two DART bus routes ensures easy access to public transportation, connecting residents to employment, healthcare, and other crucial resources. This accessibility is key to fostering self-sufficiency and successful reintegration into the community.
Collaboration with Community Partners
Drawing inspiration from the successful collaborative model of the original St. Jude Center, CCD is actively engaging local providers of medical, mental health, and vocational services. These partnerships will ensure residents have access to a holistic network of support tailored to their individual needs. This collaborative approach strengthens the program’s ability to address the complex challenges faced by those experiencing homelessness.
Project Timeline and Funding
The project is currently under contract, with an anticipated purchase closing date in November and occupancy beginning in December. Renovations will commence concurrently with occupancy and are expected to continue for approximately twelve months. While the City of Dallas has expressed interest in cooperative funding, there is no official commitment at this time. The total estimated cost for purchase and renovations is approximately $14.75 million. Dallas County’s financial support for Phase I ensures immediate action to address the pressing needs of the homeless population impacted by the pandemic. CCD’s commitment to securing long-term funding through various avenues underscores the project’s sustainability.
